특수 격리 절차

대한민국 지역사령부는 제11K기지 인근 반경 5km 내의 토지를 최대한 매입한다. SCP-1102-KO가 완전히 통제되거나 이동이 가능하다고 판단되기 전까지는 대상을 제11K기지의 현재 위치에 고정시키는 것에 초점을 두어야 한다. SCP-1102-KO의 격리 위치로부터 반경 2km 내로는 제11K기지 소속 재단 인원과 사전 허가된 인원 외에는 누구도 출입할 수 없다.

기동특무부대 엡실론-122("AYBABTU")는 제11K기지 또는 기타 현장에서 SCP-1102-KO가 발생할 경우 후속대응을 맡는다. SCP-1102-KO의 영향을 받는 것을 피하기 위해 엡실론-122는 제57K기지 소속 의성관측소에 주둔한다.

SCP-1102-KO의 영향이 제거되기 전까지 제11K기지는 이전할 수 없다. 현재 제11K기지의 작전 유지를 위협하는 재단 외부의 상황은 저지되어야 하며, 이를 위해 대한민국 정부 및 관련 지방자치단체를 설득하고 있다.


설명

SCP-1102-KO는 대한민국 지역사령부 제11K기지1에서 발생하고 있는 일련의 현상이다. 정확한 발생 원인, 기제 및 원리 등은 현재까지 전혀 규명된 바 없다. SCP-1102-KO에 해당하는 일련의 현상은 2014년 최초 발생 이래로 계속되고 있으며, 제11K기지의 임무 수행을 저해하고 있을 뿐더러 장기적으로 인근 지역에도 위험을 초래할 가능성이 높다.

현재까지 SCP-1102-KO에 대해 알려진 바는 다음과 같다. 이하 정보는 갱신 중이다.

  • 2014년 12월 22일, 제11K기지 A격리동 1102호실 출입문이 저절로 개방됨. CCTV 및 로그를 검토해보았지만 해당 시간에 개폐장치나 관리 프로그램을 조작한 흔적은 없음. 해당 호실은 비어있던 상태라 피해는 없었음. 임시로 해당 호실의 사용이 금지되었으며 원인 조사를 시작함.
  • 2015년 2월 1일, 한국사령부 인트라넷의 관리 인공지능인 Advanced.aic가 제11K기지로부터 3일간 시스템 응답을 받지 못함. 점검 결과 제11K기지의 인트라넷 설비 및 망은 정상적으로 작동 중이었음.
  • 2015년 3월 14일, 제11K기지 공조 시스템 중앙관리 프로그램이 기지 내 온습도를 비정상적으로 높게 설정함. 이 결과 서버 1기가 과열 피해를 입었고 일부 인원이 열사병으로 치료를 받음. 프로그램 로그를 확인했으나 온습도 조절에 대한 어떤 명령 기록도 존재하지 않았음. 재단 활동을 방해하기 위한 적대적 공작이 의심되었으나 침투나 내응의 흔적 역시 발견되지 않았음.
  • 2016년 7월 22일, 제11K기지 통신탑에 군 주파수로 음성 통신 신호가 입력됨. 음성은 실무장 초계 비행중이던 대한민국 공군 전폭기의 콜사인을 호출하고 제11K기지 좌표에 항공폭탄을 투하할 것을 지시함. 통신탑은 주파수 대역 제한이 적용되어 있었으므로 해당 음성 통신은 발신되지 않았음. 마찬가지로 신호가 입력된 경위는 밝혀지지 않았음. 이 사건을 기하여 제11K기지 내에서 벌어지는 통제 밖의 현상들을 SCP-1102-KO로 지정함.
  • 2017년 1월 2일, 제11K기지 차량 격납고에서 전술차량 1대가 파손됨. 목격자 증언에 따르면 차량은 스스로 시동이 켜진 뒤 급가속하여 격납고 차단문에 충돌함. 그러나 CCTV 기록에 녹화된 바로는 차량은 시동이 켜지지 않았고 격납고 바닥이 붕괴하여 땅으로 꺼진 뒤 사라짐. 실제 현장에서 차량은 격납고 문에 들이박은 채 발견되었지만 시동은 꺼져 있었고, 원래 차량이 주차되어있던 자리는 바닥이 무너져 있었음.

부록 1102KO-AP

2016년, 영남권 신공항 사업이 사실상 무산된 반작용으로 대구광역시 동구에 위치한 대구비행장을 경북도내에서 자체 이전하는 방안이 큰 지지를 얻게 되었다. 이때 군위군2과 의성군3이 각각 신공항 유치에 뛰어들면서 두 지역의 접경지에 위치해있는 제11K기지 부근이 후보지로 물망에 오르게 되었다. 해당 사업이 강행될 경우 SCP-1102-KO 격리 문제에 악영향을 주거나 SCP-1102-KO의 변칙성이 향후 대규모 민간시설에 피해를 입히는 상황이 발생할 우려가 높다.

이를 예방하기 위해 재단 한국사령부는 대한민국 정부 측에 제11K기지 이전 불가 입장을 전달했다. 국가안보실 초상안보차장실을 통해 전달한 관련 자료로는 SCP-1102-KO 등 일부 격리 대상에 대한 개략적인 정보와 이송 불가 사유, 이송시 위험성 및 예상 손해를 정리한 데이터가 포함되었다.

사령부의 노력에도 불구하고 제11K기지 부근인 군위군 소보면은 2018년 발표된 신공항 후보지에 포함되었다. 정부 및 지자체 측은 주민투표 등을 거쳐 2020년 내로 사업 부지를 확정하고자 하고 있으며, 이것이 최종 결정이 될 가능성이 높다.
